The Office of the U.S. Global AIDS Coordinator and Health Diplomacy (S/GAC) is responsible for implementing the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) – the U.S. Government initiative launched in 2003 focused on saving and improving the lives of those suffering from HIV/AIDS around the world.  PEPFAR is focused on achieving an AIDS-free generation and is the largest commitment made by any nation to combat a single disease globally, operating in nearly 60 countries through bilateral and regional programs. Additional information about S/GAC and PEPFAR is available at www.pepfar.gov.

The Diversity, Equity, and Inclusion Consultant advises and consults on a wide range of EEO and Diversity and Inclusion activities for S/GAC; formulates and implements internal and external outreach; ensures the EEO rules and regulations are well advertised and circulated; develops additional strategies to keep employees and senior management informed of EEO and diversity and inclusion practices, procedures, and policies.

The successful candidate will act as a liaison between S/GAC Leadership, and other management personnel by providing accurate, timely advice on procedures, reports, requirements, and other matters necessary to implement policies, directives, and instructions.
 
Major Duties and Responsibilities
  • Serve as S/GAC Diversity and inclusion advisor responsible for adhering to policies that reinforce diversity in the workplace, address all kinds of harassment and protect minority groups within the PEPFAR program.
  • Researches, develops, recommends, and execute creative strategies to foster diversity goals of S/GAC. Reviews current practices and policies, assessing and analyzing the extent to which they support or hinder diversity goals within S/GAC.  
  • Serve as the Senior Advisor for the training of managers and HR staff on how to select, manage, evaluate, and retain diverse employees within S/GAC.
  • Collaborate with S/GAC HR to assist with revising and updating all communication on websites, social media pages, job descriptions and internal documents to ensure S/GAC use non-discriminatory language. 
  • Serves as a consultant to underrepresented groups and make sure all voices are heard through implementation of appropriate procedures and quality assurance programs.
  • Maintains knowledge of diversity-related issues, legislation, and best practices; provides training and policy updates to S/GAC senior staff ensuring legal compliance of management and human resources staff.
  • Provides expert analysis, advice, and coordination on EEO issues and concerns and develops.
  • Serves as a thought leader in DEI concepts and principles and provides consulting in the application of these concepts across PEPFAR. 
  • Prepare talking points, briefing memos, and other documents as needed in relevant program areas.
Required Qualifications
  • Bachelor's or graduate/higher level degree in Organizational Development, Human Resources, Sociology, Psychology, Counseling, or Communication.
  • Minimum 10 years of relevant work experience and minimum of 2 years working with EEO rules and regulations.
  • Ability to obtain an MRPT clearance is required.
