As the Research and Engineering Directorate of the Defense Health Agency (DHA), R&E delivers value to the military and Veteran communities by shepherding innovative materiel and knowledge products from concept through final product development into the hands of providers and war fighters. This role provides project support and analysis within the R&E Human Resources, Military & Manpower Office. This position directly supports the staffing and recruitment function for federal civilians, military service members and Public Health Service Officers.

Duties and responsibilities:
Advise management on recruitment strategies, sources, and special programs which emphasize affirmative action in staffing positions for all categories of assigned personnel.
Provide staff assistance for the following programs: recruitment, staffing, merit promotion, DOD Priority Placement Programs, pay and benefits, reduction in force, VERA/VSIP, and other related programs.
Review draft and final position description classifications for accuracy IAW management’s requirements and the performance needs of the organization.
Assemble hiring action packages and tracking hiring activities.
Ensure that employees are informed of matters related to position classification including, appeal rights, and prepares all related paperwork to implement classification changes.
Advise on position classification matters, including interpreting standards and drafting of position descriptions or use of standardized descriptions.
Advise on organization and position structures, possible classification changes, position or employee impact, and associated actions to assure compliance with planning and implementing reorganizations.
Research, develop and provide advice on staffing, recruitment, and placement functions.
Advise managers on creating cost effective and efficient organizations; proper job designs; supervisory ratios; organization and position structures; conducting position management surveys, applying new classification standards
Assists in the development of human resources solutions by collecting and analyzing information, recommending courses of action.
Assists in the completion of special projects by clarifying project objective; meeting set timetables and schedules; conducting research; developing and organizing information; fulfilling transactions.
Prepares reports by collecting, analyzing, and summarizing data and trends.
Complies with federal, state, and local legal requirements by studying existing and new legislation; anticipating legislation; enforcing adherence to requirements; advising management on needed actions.
Background in federal recruitment and staffing who is comfortable working with hiring managers and leaders on position description development.
Experience within the DoD and Government agencies interacting with senior military personnel, and/or military experience required.
Experience in writing federal position descriptions highly preferred.
Experience maintaining and troubleshooting HR information systems.
MS SharePoint experience
