Senior Advisor for Key Populations

Introduction:

The Office of the U.S. Global AIDS Coordinator and Health Diplomacy (S/GAC) is responsible for implementing the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) – the U.S. Government initiative launched in 2003 focused on saving and improving the lives of those suffering from HIV/AIDS around the world.  PEPFAR is focused on achieving an AIDS-free generation and is the largest commitment made by any nation to combat a single disease globally, operating in nearly 60 countries through bilateral and regional programs. Additional information about S/GAC and PEPFAR is available at www.pepfar.gov.workflow for S/GAC intranet sites

The employee will serve as a Senior Advisor for Key Populations in the Program Quality unit of S/GAC.  In the context of the global HIV response, key populations are defined as:  gay, bisexual and other men who have sex with men; people in prisons and other enclosed settings; people who inject drugs; sex workers; transgender people.  The Program Quality (PQ) team provides technical expertise for the implementation of programs to provide diagnosis, treatment and prevention of HIV in PEPFAR programs throughout the world.  Activities include development of technical considerations, review and input to country operational plans, design of new initiative for targeted program areas, participation in technical meetings with normative bodies, and technical assistance both remotely and in the field.  To facilitate this work, the Program Quality team engages colleagues across S/GAC’s Management and Budget, Program Results and Impact Monitoring for Epidemic Control, Country Operations, Multilateral, and other teams and with technical advisors at other PEPFAR agencies.

Major Duties and Responsibilities:

Develop key populations HIV technical considerations and country-specific guidance for the annual COP process, in collaboration with other technical staff.  Guidance and considerations should include areas such as differentiated, client-centered HIV prevention, case finding and treatment service delivery models for key populations, as well as strategies to uphold PEPFAR’s commitment to equitable and non-discriminatory HIV services for key populations and strategies to address the complex legal, policy and social environments faced by key populations in many contexts and advance human rights. 
  • With supervision by the Unit Director for Key Populations, Human Rights and Community Engagement in Program Quality and in collaboration with other PQ technical advisors, the senior advisor will provide technical assistance to S/GAC, to agency HQ teams, and to field teams on optimal programs for HIV prevention and treatment for key populations.
  • Work closely with PEPFAR field teams to understand factors limiting key populations access to and continuation of HIV prevention and treatment services.
  • Work with headquarters interagency partners (e.g., CDC, USAID, HHS, DOD, HRSA and Peace Corps) to design and implement HIV prevention and treatment programs for key populations and monitor progress.
  • Participate in field visits or other program assessments to countries to evaluate HIV key populations programs and make recommendations for improvements.
  • Participate in technical meetings related to key populations prevention and treatment programs, as well as those related to the structural barriers that prevention key populations from accessing services. 
  • Participate in technical working group meetings and convene task teams and communities of practice as needed within the role of S/GAC representative (ex officio).
Additional duties and responsibilities will include the following:
  • Review of quarterly progress monitoring results related to key populations program implementation.
  • Perform other analyses of key populations programming utilizing PEPFAR program results, targets, budgets, financial expenditure, quality assessment and other available data.
  • Respond to requests for talking points, briefing memos, and other documents as needed in relevant program areas.
  • Promote information exchange with USG agencies, partners, regional institutions and networks about effective program implementation practices and lessons learned on all aspects related to HIV key populations programs.
  • Provide advice and assistance in the preparation of material to be presented to the media, interest groups, Members of Congress and/or their staffs, CSOs, host government officials, FBO’s, NGO’s, etc. on HIV key populations prevention and treatment and other issues in assigned portfolio.
  • Engage regularly with relevant stakeholders on PEPFAR key populations programs to improve and enhance collaboration and impact.  Stakeholders may include civil society organizations and other NGOs, community groups, partner government officials, representatives of private sector organizations, and technical counterparts at multilateral institutions
  • Analyze, synthesize, and disseminate key research findings and trends; apply findings to future program and project design, strategy, project management and measure of assistance impact, and prepare reports documenting these findings and ensure that they are effectively communicated and disseminated to the Missions, USG partners and others.
 Qualifications/Required Experience:
  • MRPT or ability to obtain one is required
  • Professional degree in related field and at least 5 years of applicable experience.
  • Demonstrated interest and accomplishment in public health planning, monitoring, and/or implementation, preferably in a global health enterprise related to key populations
  • Demonstrated communication skills including stakeholder engagement and facilitation skills
