Data Analyst with a Secret Clearance

DUTIES AND RESPONSIBILITIES
The Data Analyst will perform a variety of program analysis and administrative duties in support of the office functions and staff.  These tasks and assignments include, but are not limited to, the following:

• Assist in providing advice to COST managers and staff on plans and procedures involving information technology applications and database systems with emphasis on COST Excel, SharePoint, and other applications and their integration into operations of the office
• Assist in developing procedures for COST’s Excel, SharePoint, and other applications and analyze office operations, databases, and records systems to design and maintain these application sites
• Assist in developing strategies and recommendations to COST divisions in planning and implementing new and upgraded Excel, SharePoint, and other applications for data collection for use by COST reporting staff 
• Assist in developing and maintaining applications and databases such as a site that reflects the full range of project related IGE and contract award data
• Assist in proposing report structures, including source data locations and destinations,  to minimize duplication, facilitate unique and maintainable knowledge centers, and ensure proper data collection procedures
• Assist in analyzing COST information and related activities, track assigned workgroup’s taskings, document flow, estimate status, progress, and due dates to remind staff of pending completion times and meet the goals of the divisions
• Develop surveys to identify customers and satisfaction levels by rating user experiences such as features that users would like to see in historical data reports and  systems
• Assist in developing and implementing methodologies for automated metric data collection and create management dashboards displaying this data  
• Assist in developing strategies to measure the effectiveness of the data collections and use in coordination with office mangers
• Assist in analyzing the set of processes and technologies used to collect, manage, and publish information, including electronic documents and multimedia files
• Identify systemic problems and develop and recommend solutions consistent with the organizational content
• Develop strategies for group definition and permission management that ensures appropriate availability of information and facilitate flexible adjustments and  ease of integration with other reports
• Provide technical assistance and advice to report managers 
• Develop workflows consistent with authorities and responsibilities throughout the report collection
• Propose, interpret, and enforce governance rules as required to correct data problems   
• Monitor data statistics in BMIS, cost estimating software, and other COST databases, to prepare and update summary reports for COST managers 
• Assist in establishing and administering a COST reports users group that meets to identify and resolve information management issues, discuss progress, and provide learning opportunities
• Recommend training for COST users and managers
• When appropriate, directly provides training on specific Excel, SharePoint, BMIS, cost estimating systems, and other Microsoft application skills
• Develop and maintain a section within the COST SharePoint site that includes report materials and links to SharePoint information and OBOLink
• Comply with appropriate controls and procedures to protect data integrity and prevent unauthorized use and misappropriation of classified and sensitive (but unclassified) material and equipment in assigned areas
• Assist in reporting instances of security violations and problems to the appropriate supervisory/management official, and assumes personal responsibility for safeguarding classified material and equipment in assigned areas
• Keep abreast of new information technology developments and applications as well as emerging information technologies and their potential applications to COST business practices
• Anticipate major system migrations and assist in preparing migration plan
• Maintain appropriate management and internal control systems to ensure that all physical, material and human resources are safeguarded against waste, fraud, unauthorized use, and misappropriation; and that revenues and expenditures pertaining to COST operations are promptly recorded and accounted for in accordance with Department procedures
• Functions as a liaison with the IT office; makes arrangements for installation of software; coordinates with IT to troubleshoot and resolve basic hardware problems; provides guidance to staff on the use of office software
• Maintains office equipment and arranges for required repair of telephone, personal computers, photocopiers, fax machines, scanners, etc.
• Define and draft application requirements 
• Assists the Business in determining if and how system enhancements may improve process flow and business function
• Perform application and services tests
• Help maintain and develop procedure guides and knowledge database.
• Advocate work processes and recommend opportunities to improve efficiency and effectiveness
• Collect and analyze data sets to develop visualizations and dashboards 
• Collects, compiles, and/or tracks data and statistical information in support of the office's program operations
• Coordinates incoming data from a variety of source
• Prepares resource status reports for the stakeholders
• Establish protocols for incoming data, organizes computerized data sets, and retrieves computerized data 
• Provide backup to administrative functions within the office to assist or in the absence of the COST Secretary and/or Office Manager; ensures that staff complies with applicable policies and procedures; advises the supervisor and other Deputy Directors on administrative matters requiring a broad knowledge of the Bureau’s mission, function and objectives. Provides guidance and advice to other office staff on a full range of administrative services
• Perform other assignments and tasks as required
