Under the direction of the Deputy Coordinator for Program Results and Impact Monitoring for Epidemic Control (PRIME), the incumbent serves as a Costing and Finance Program Analyst in the Program Results and Impact Monitoring or Epidemic Control unit of the Office of the U.S. Global AIDS Coordinator and Health Diplomacy. The unit is responsible for leading, coordinating, and managing the collection and analysis of several data streams for the purpose of monitoring progress on epidemic control. Collectively, the data streams of interest include program monitoring data,
epidemiologic data, surveillance data, evaluation findings, quality data, cost data and expenditure data. Program Results and Impact Monitoring for Epidemic Control also leads the advancement of health information systems. The unit serves as a policy and programmatic resource for a variety of issues relevant to the success of country programs to use strategic information to inform and improve programs. This requires success fully liaising across teams and units within DOS including the Country Oversight and Accountability and Budget Development and Execution teams, as well as across U.S. government agencies , countries, and multilateral l partners.
The incumbent will work on the Program Efficiency Team and undertake the coordination and management of data stream collection and analyses related to costing, budgeting, and financing of PEPFAR program implementation. Tasks are targeted on ensuring efficient and sustainable
implementation of PEPFAR's HIV/AIDS interventions in order to deliver an AlOS-free generation in a manner that is transparent, accountable, and impactful. The incumbent serves as a Costing and Finance Program Analyst and a key technical resource to the Team Lead, Deputy Coordinator for Program Results and Impact Monitoring for Epidemic Control, and to other senior staff. Strong coordination and analytic skills are required.

incumbent will serve as a contributing expert for DOS with responsibility to participate in developing policy, appraising programs, coordinating activities, and overseeing the development of guidelines for activities. Incumbent needs to have the ability to review the cost, budget, financing, and strategic information and analysis associated with incoming funding requests.
Authoritative knowledge of public health, epidemiology, economics and statistics in order to design, conduct, and analyze studies and processes to improve efficiency of the implementation of the PEPFAR program and/or similar U.S. foreign policy programs. Incumbent needs to have knowledge how to apply a wide range of qualitative and quantitative methods (e.g., survey design) in order to develop processes and measurable indicators for maintaining, improving, and assessing program effectiveness. Familiarity with data analytics, costing, and public health indicators is required. Knowledgeable about state of the art costing, health financing, and economic evaluation practices.
Ability to conduct economic analysis methods such as categorizing and allocating expenditures, in addition to calculating unit expenditures. Ability to conduct data analysis and be a proficient user of data systems (e.g., Excel), business intelligence dashboards, and data analysis packages (e.g., STATA, SAS).
Ability to translate data analytics in a way that increases understanding and use of data to inform decision making . Ability to analyze and interpret the economic impact of proposed health policies, programs, and budgets for PEPFAR. Knowledgeable about efficiency improvements undertaken with HIV interventions, including changing service delivery models and guidelines.

Incumbent needs to have the ability to analyze data, communicate clearly with internal and external contacts, and provide assistance and consultation to others. Ability to work effectively as part of a team, to interact collaboratively across our units, field and program staff.
Incumbent will work in concert with the PEPFAR country team(s) and a multidisciplinary and
interagency headquarters teams, including Country Leads, Strategic Information Advisors, Budget Advisors, among others to ensure that program and epidemiologic data are analyzed and used in conjunction with planned budget, expenditures , geopolitical and other contextual country data. Incumbent must have exceptional coordination and organizational skills, including the ability to manage and respond to multiple requests and priorities in a timely manner with limited supervision. Ability to exercise discretion, professionalism, and excellent judgment in liaising with PEPFAR staff, U.S. Embassy staff, and other entities. Ability to accomplish organizational objectives through planning, organizing , setting work priorities, managing and adjusting workflow. Capacity to work independently and as part of a team.
Uses technical knowledge to engage in data diplomacy activities such as negotiating with Ministry of Health and other stakeholders. Ensures data are available and can be interpreted for programmatic impact. As appropriate, provides advice and assistance to national and multilateral partners to support coordinated and harmonized efforts in international and country-specific contexts.

Based on comprehensive knowledge and ongoing data analysis of the overall country contexts, the different HIV/AIDS country situations, in-country HIV programs and the PEPFAR program, the incumbent provides advice and recommendations to senior management on issues regarding country programs and teams. Uses clear and concise language in drafting technical guidance documents (e.g., indicator guidance), policies, standard operating procedures, and responding to written inquiries.
Masters with at least 5 years of relevant experience - or - Bachelors with 10 years of relevant experience
