Clinical Program Policy Analyst

The position is located in the Prevention Unit on the Program Quality Team of the Office of the U.S. Global AIDS Coordinator (S/GAC).  The Program Quality Team provides overall leadership and guidance on the development, implementation and evaluation of HIV/AIDS prevention and treatment strategies and other clinical interventions for the President’s Emergency Plan for AIDS Relief (PEPFAR).  The team works closely with U.S. Government agencies to ensure treatment issues, including PMTCT and pediatric AIDS, are appropriately addressed within the context of PEPFAR.  The Program Quality Team also serves as a technical resource for the PEPFAR country teams and all other activities conducted by the U.S. Global AIDS Coordinator and develops, implements and monitors programs.
The incumbent provides policy support to the Program Quality Team and Senior Technical Advisors on matters pertaining to HIV prevention, care, treatment, PMTCT, pediatric AIDS, commoditites, and laboratory services.  He/she provides analytical and advisory services that are responsive to the specialized needs of the countries supported by PEPFAR.  In addition to these portfolios, the incumbent will work with other units of S/GAC in cross-cutting areas on matters that relate directly to clinical issues. In particular, this position will liaise closely with the Country Oversight and Accountability Team, Interagency Collaborative for Program Improvement, and Strategic Information and Expenditure Analysis Advisors at OGAC and within agencies.  This collaboration also includes support to the finalization and dissemination of revised MER indicators.
Major Duties and Responsibilities
HIV Prevention
Analyzes policies regarding voluntary medical male circumcision, pre-exposure prophylaxis, and other prevention methods to assess impact on program implementation. Analyzes trends in PEPFAR prevention program targets, results, and budgets to ensure country teams are meeting their prevention goals. Performs routine and special analyses for reports such as the Annual Report to Congress, and uses data to inform programmatic and policy decisions. Works with Senior Technical Advisors, PEPFAR Program Managers, country chairs, and others to advance prevention goals.
Care and Treatment
Analyzes policies in PEPFAR countries to assess their impact on prevention and treatment implementation. Analyzes trends in PEPFAR treatment programs, budgets, and targets to ensure that country programs meet their treatment goals; responsible for performance and dissemination of analyses of routine PEPFAR treatment data to inform PEPFAR programmatic and policy decisions.  Supports analysis of viral load and other lab-related data.  Works with the Senior Technical Advisors to provide support to field programs on treatment issues through the Chairs and PEPFAR Program Managers, and maintains and updates key documents, including policy and guidance documents. Supports tracking of HIV-related care investments including PEPFAR support to meeting water, GBV and other earmarks.
PMTCT Services
Provides PEPFAR countries with assistance in national PMTCT programs and evaluating the potential costs of changes to the national PMTCT strategy; works with the Senior PMTCT Advisors to provide analytical and advisory services for PEPFAR’s PMTCT targets and programs, including early infant diagnosis and linkages with maternal health.
Pediatric Care and Treatment Provides support to monitoring implementation of ACT, tracking revisions to pediatric HIV estimates, and updating modeling related to pediatric treatment coverage. 
Commodities and Laboratory Services
Coordinates with country programs, the Supply Chain Management CTOs and contractors, other relevant actors on all issues related to drug supply and quality to assure availability of ARVs, rapid test kits, and other essential commodities.  Tracks support to and coverage of viral load and other testing.
Cross-cutting areas
Provides written analysis (reviews and provides opinions on policy options, strategies); and develops materials (power point presentations, concept notes; one pagers, briefers).  Compiles, analyzes and presents data for use by Program Quality Team in policy formulation.  Reviews documents, including external reports, documents, communications and tasked issues to assist program and policy coherence.  Drafts content for public communications and speeches, journals/publications, and congressional inquiries; uses GIS software to create data visualizations as requested.
Performs other related duties as assigned.
Qualifications/Required Experience
Bachelors or Masters degree in social science, public health, public policy, international relations or an equivalent field.
  • Demonstrated knowledge and experience in data analysis.
  • Excellent communication and writing skills.
  • Ability to perform effectively in a fast paced, high work demand environment.
  • Demonstrated ability to work as a team player.
  • Foreign language skills desirable but not required.
  • Excellent computer skills in excel, word and power point.
  • Working knowledge of a statistical software platform such as SAS, or Tableau is preferable.
  • Ability to quickly master data systems
