The Office of the U.S. Global AIDS Coordinator and Health Diplomacy (S/GAC) is responsible for implementing the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) – the U.S. Government initiative launched in 2003 focused on saving and improving the lives of those suffering from HIV/AIDS around the world.  PEPFAR is focused on achieving an AIDS-free generation and is the largest commitment made by any nation to combat a single disease globally; operating in nearly 60 countries through bilateral and regional programs.  PEPFAR supported programs are led, coordinated and funded under the leadership of the Department of State and implemented through a multitude of U.S. Government agencies, including Departments of Health and Human Services, Defense; the U.S. Agency for International Development; and the Peace Corps.  Since 2003, $80 billion has been invested through PEPFAR to address HIV/AIDS globally and the annual budget is approximately $6 billion per year. The program is funding over 4,000 employees around the globe and in the implementing agencies.

Incumbent serves as a Program Support Officer in the Office of Sustainability and Development (OSD) unit of the Office of the U.S. Global AIDS Coordinator (S/GAC) and will assist the team’s efforts related to the collection and qualitative and quantitative analysis of sustainability-related data within the PEPFAR program.
Major Duties and Responsibilities
Provides administrative support for coordination and collaboration of agencies for program implementation.
Receives calls, greets visitors, and directs to staff members only those contacts needing their attention or action. Incumbent responds to routine and non-technical requests for information such as status of reports, duty status of employees assigned to the section, suspense date for matters requiring compliance. Incumbent adheres to established deadlines.
Incumbent composes correspondence on administrative support or clerical functions of the office. Establishes and maintains office files and records. Searches, assembles, and summarizes information as required from files and documents.
Maintains calendar and schedules appointments based on knowledge of office leadership interests and commitments.
The incumbent will support office leadership by taking care of routine matters, and on the basis of knowledge of the programs or operations, refers other inquires to appropriate personnel. Maintains a close and highly responsive relationship to the day-to-day activities of the supervisor and staff; works independently, receiving minimal detailed supervision and guidance.
Makes all necessary arrangements for travel, arranging schedule of visits, making transportation and hotel reservation, notifying organization and officials to be visited, keeping in touch with office leadership, writing thank-you letters after the office lead’s return, and submitting travel vouchers and reports.
The incumbent serves as a Program Officer to provide leadership and to influence the prioritization, process and technical aspects of a wide array of data collection, compilation, and analysis related to sustainability of the HIV response, in view of informing future program efforts and impact.
Defines and enhances sustainability-related indicators across various PEPFAR data streams, ensuring such metrics are complementary, valid, and provide insight into the sustainability of HIV programming and national responses in PEPFAR countries.
Contributes to continued refinement of sustainability-related tools and frameworks, such as PEPFAR’s Sustainability Index and Dashboard, providing guidance and technical assistance to PEPFAR field teams and national counterparts in their implementation as needed.
Conducts analysis of sustainability-related program, epidemiologic, and economic/financial data and crafts innovative displays of data to inform programmatic and policy decisions.  Triangulates such data across multiple sources to identify trends and programmatic gaps, assess impact, and improve and optimize programming.  Helps coordinate sustainability-related efforts across S/GAC and PEPFAR implementing agencies. 
Works in concert with PEPFAR country teams and a multidisciplinary and interagency headquarters team, including Country Leads, Strategic Information Advisors, Expenditure Analysis Advisors, Budget Advisors, and subject matter experts to ensure that sustainability-related data are used in conjunction with planned budget, expenditures, geopolitical and other programmatic and epidemiological country data to inform investments.
Based on a comprehensive knowledge and ongoing data analysis of overall country contexts, in-country HIV programs and the PEPFAR program, the incumbent communicates relevant sustainability-related information to a wide range of internal and external stakeholders, and provides advice and recommendations to S/GAC management.
Responsibility for document production- literature reviews and synthesis; briefers and reports related to ongoing analytic analysis; and summary documents for internal and external distribution.
Performs other related duties as assigned.
