The N3 analyst shall possess at least five years of experience understanding Navy/DOD organization, Navy DOD mission, policy and objectives in support of Navy Installation base operations and support; management principles and processes; and demonstrate the ability to analyze information and make recommendations under rapidly changing conditions, as well as the ability to articulate complex issues and resolutions both verbally and in writing.
Analyst support for airfield operations section shall possess at least five years of experience analyzing airfield operations issues.
The analyst shall provide data, financial, and operations analysis support to Regional AO Department (N32); projects shall be prioritized by the COR.
The analyst will organize information collected, aggregate, synthesize and provide final products for incorporation into Standard Operating Procedures, Instructions, White Papers, Strategic Business Plans, Financial Plans, courses of action for agency consideration, or other similarly entitled products. Analysis of projects will be project based. The analyst will coordinate with the COR to prioritize assigned analysis projects.  Deliverables, such as final reports or presentations, shall be identified at the project level, and coordinated with the COR to mutually agreed upon POAM for each project but no later than five days after project assignment, POAM will be submitted to the COR.  Final deliverables may vary depending on lead times and intended audience; they may be PowerPoint presentations, spreadsheets, or analytical white papers in Microsoft Word format. The analyst will participate in planning meetings to support analysis projects; and will travel in support of analysis projects.
Monthly status reports will be submitted no later than the 10th of each month.  Format will be mutually agreed upon between contractor and COR, however, at a minimum, it will include previous months’ accomplishments, achievements, significant absences, and all planned activities for the upcoming month, issues, and projected absences.
