These services are for a Senior Budget Manager supporting several initiatives within the Bureau of Overseas Buildings Operations (OBO) of the Department of State (DoS).   This includes providing financial management guidance to Senior. This work involves the full spectrum of budgetary and financial management skills to provide insight, understanding and recommendations supporting macro and micro budget/finance trends.
DUTIES AND RESPONSIBILITIES
Senior Budget Manager
Position Requires a Secret Clearance 
1. Advises Senior Leadership utilizing formal and informal management sessions concerned primarily with the financial affairs of Directorate; financial management plans (FINPLAN)/Spend Plan, policies involving important financial and managerial considerations when major decisions are involved;



2. Incumbent will perform financial management responsibilities in accordance with the Consolidated Appropriations Act; Capital Security, Maintenance Cost Construction, Repair and Improvement, Major Rehabilitation, Program Development and Support Budget Authority:
3. Prepares and submits to various managerial levels a wide variety of financial reports, statements, and data of both a factual and analytical nature; providing financial planning designed for both broad and specific financial policies that will facilitate achievement of the program goals and objectives of the Directorate;
4. Federal Acquisition Regulation (FAR) knowledge: interprets policy, formulating and recommending budgetary strategy; ensures compliance with procurement regulations and guidance;
5. Reviews budget:  the formulation, development/preparing and consolidating estimates, presentation and execution (funds control, program adjustments, report preparation) of budgets;

6. Performs budget accounting/provides financial reports, program operation evaluation (maintaining budgetary control over funds appropriation, expenditures, obligations), conduct audits, surveys, in accordance with internal audit controls;
7. Prepares Trend Analysis and maintains budget spread sheets (EXCEL, etc.) utilizing Integrated Logistics Management Systems (ILMS) and Global Financial Management Systems (GFMS) utilizing interrelating data to obtain financial situation that will assist managers in program planning and decision-making;
8. Collaborates with Senior Leadership, Middle Level Managers and Stakeholders/Interagency representatives forecasting future budget requirements:  coordinating financial and management data, interpreting composite financial results of operations to all levels of management;
9. Coordinates with Human Resources to analyze salary, benefit and position data to provide an accurate salary and benefit projection for the next fiscal year;
10. Performs day-to-day financial management problem solving; interpreting budgetary anomalies and Contracting Officer Representative (COR) invoice management and responsibilities;
11. Conducts Briefings and provides presentations for budgetary summaries, and path forward strategies; communication skills required for explaining complex financial data and exchanging ideas;
  
12. Performs the following in support of the Foreign Service Buildings   Act of 1926 (22 U.S.C. 2929 – 303):  Collaborates/coordinates with Project Managers utilizing the Buildings Management Information System (BMIS)/ to create mission critical Project Change Request (PCR)/Project Authorization Document (PAD) budget requirement and executes Budget Resource Management System (BRMS) application to provide Advice of Allotment (AOA) to overseas clients;

13. Digital Computer, and financial management systems, used to administer combined digital computer accounting principles and maintains training budget costs and assists middle managers   evaluate training for personnel IAW 13 FAM 011.
14. Considerable knowledge of the theories, principles, practices and techniques of finance management/budgeting.
15. Instruct personnel in budget procedures and the use of Budget spread sheets
DELIVERABLES:
Deliverables shall include, but not limited to:  Approval Action Memorandum, Request For Contract Action, and associated documents to support financial requirement package.  Financial Management Spread Sheets and documents.
