Senior Advisor for Quality Management

Introduction
 
The employee will serve as Director for Quality Management in the Program Quality unit of S/GAC.  The Program Quality (PQ) team provides technical expertise for the implementation of programs to provide diagnosis, treatment and prevention of HIV in PEPFAR programs throughout the world.  Activities include development of technical considerations, review and input to country operational plans, participation in technical meetings with normative bodies, and technical assistance both remotely and in the field.  To facilitate this work, the Program Quality team engages colleagues across S/GAC’s Management and Budget, Country Impact, Country Operations, Multilateral, and other teams and with technical advisors at other PEPFAR agencies.
 
Major Duties and Responsibilities
 
  • Oversee the planning and implementation of various quality program initiatives with a focus on the Site Improvement Systems (SIMS) program.
  • Design short term and long term quality management strategy plan.
  • Collaborate with headquarters interagency partners (e.g. USAID, HHS, DOD, HRSA and Peace Corps) to implement quality management systems.
  • Provide quality management technical advisor and country-specific guidance for the COP17 process, in collaboration with other technical staff.
  • Participates in review of quarterly progress monitoring results with country teams in the areas of Quality Management and SIMS
  • Prepare talking points, briefing memos, and other documents as needed in relevant program areas.  Develop the PEPFAR Quality Strategy and manual and training slides and the roll-out of these materials.  
  • Participates in S/GAC, USG interagency and WHO technical meetings related to Quality Management and other relevant topics.
 
  1. Communications, Data Monitoring, Evaluation and Documentation
 
Additional duties and responsibilities will include the following:
 
  • Promote information exchange with USG agencies, partners, regional institutions and networks about effective program implementation practices and lessons learned on all aspects related to quality management.
  • Analyze, synthesize and disseminate key research findings and trends; apply findings to future program and project design, strategy, project management and measure of assistance impact, and prepare reports documenting these findings and ensure that they are effectively communicated and disseminated to the Missions, USG partners and others.
  • Perform other related duties as assigned.
 A  Public Trust level is required.
