Introduction
 
Under the direction of the S/GAC Deputy Coordinator for Program Quality, the incumbent serves as Senior Technical Advisor for HIV Testing, Counseling and Linkages in the Program Quality unit of the Office of the U.S. Global AIDS Coordinator and Health Diplomacy (S/GAC).  The Program Quality team provides technical expertise for the implementation of programs to provide diagnosis, treatment and prevention of HIV in PEPFAR programs throughout the world.  Activities include development of technical considerations, review and input to country operational plans, participation in technical meetings with normative bodies, and technical assistance both remotely and in the field.  To facilitate this work, the Program Quality team engages colleagues across S/GAC’s Management and Budget, Country Impact, Country Operations, Multilateral, and other teams and with technical advisors at other PEPFAR agencies.
 
 
Senior Technical Advisor for HIV Testing, Counseling and Linkages position will provide technical expertise on PEPFAR programming, policy, and strategic direction related to HIV Testing Services (HTS) and Linkages.  This position will support the analysis of data related to HTS, including test yield, optimal testing strategies, geographic and site-level analyses, best practices to promote linkages, and analyses to promote greater efficiencies and impact. 
 
 
Major Duties and Responsibilities
 
  • Serve as S/GAC technical lead on PEPFAR programming related to HIV Testing Services (HTS) and linkages
 
  • Serve as Ex-Officio for the HTS and Linkages Technical Working Group (TWG)
 
 
  • Support the analysis of data related to HTS, including optimal testing strategies, test yield and geographic analysis, best practices to promote linkages, and analyses to promote greater efficiencies and impact
 
  • Promote initiatives to improve the quality of HIV testing through implementation of appropriate diagnostic algorithms, quality assurance programs, and implementation of retesting policies
 
 
  • Promote the adoption of innovative, evidence-based approaches including self-testing, multi-disease campaigns, targeted community-based testing, strategies to reach men and key populations and strategies to improve linkages to treatment and care
 
  • Provide technical leadership on HTS with other subject matter experts, multilateral partners, and within the PEPFAR program and by representing PEPFAR at technical consultations
 
  • Collaborate with Program Quality Lab advisor and other OGAC staff on early infant diagnosis, optimal service delivery models and other technical topics (e.g. VMMC,  PMTCT, TB)
 
  • Perform other related duties as assigned
