We are seeking Paralegals to work in the U.S. Department of State’s Bureau of Administration, Office of Global Information Services, Office of Information Programs and Services (A/GIS/IPS).   The Paralegals will assist in the processing of Freedom of Information Act (FOIA) and Privacy Act (PA) requests that are the subject of litigation involving the Department.
General Duties:
In the context of civil litigation filed pursuant to the FOIA, the Paralegal will coordinate the processing of FOIA requests for information and provide advice and guidance to management and staff regarding disclosure of Departmental records under the FOIA.  The Paralegal also will respond effectively to questions relating to complex FOIA requests involving multiple programs and offices, review incoming requests for clarity and reasonableness, work with L to obtain clarification of requests,  and respond effectively to questions relating to complex FOIA requests involving multiple programs and offices.    The Paralegal will also perform other duties as required.
FOIA/PA Requests – Litigation:
  • Coordinates with L attorneys and the Department of Justice (DOJ) on all activities related to cases in litigation under their responsibility. 
  • Reviews litigation documents and manages overall case progress.  Performs complex research in the State Archiving System and the Central Foreign Policy Files and tasks other Department Bureaus, Offices, and overseas posts to search for responsive records.  Analyzes and evaluates all searches conducted to ensure that they were adequate and conducted in accordance with applicable laws, regulations, and procedures. 
  • Other as required.
Litigation Case Management:
  • Utilizes electronic recordkeeping systems and other sophisticated tools to monitor/track case progress, review release/denial decisions, generate reports, and out-process cases.
  • Creates, organizes and maintains adequate administrative record documentation of the agency’s actions in litigation cases in paper case files. 
  • Other as required.
Program Analysis and Evaluation:
  • Monitors and analyzes program performance data to identify slippages and impact on program requirements. 
  • Conducts organizational assessments of projects/programs, development of methods and procedures designed to improve and streamline the process and measurement of the potential impact of activities on program operations in the Branch.   
  • Drafts reports of findings and recommendations in support of process improvements. 
  • Other as required.
  • Paralegal certificate required, Bachelor’s degree required, 3-5 years of experience with FOIA is required.
  • Top Secret Security Clearance required.
