The Office of the U.S. Global AIDS Coordinator and Health Diplomacy (S/GAC) is responsible for implementing the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) – the U.S. Government initiative launched in 2003 focused on saving and improving the lives of those suffering from HIV/AIDS around the world. PEPFAR is focused on achieving an AIDS-free generation. PEPFAR is the largest commitment made by any nation to combat a single disease internationally. PEPFAR is global, operating in more than 36 countries through bilateral and regional programs. PEPFAR supported programs are implemented in these countries under the leadership of the Department of State and through a multitude of U.S. Government agencies, including U.S. Departments of State, Health and Human Services, Defense; the U.S. Agency for International Development; and the Peace Corps. Since 2003, $65 billion has been invested through PEPFAR to address HIV/AIDS globally and the annual budget is approximately $6 billion per year. The program is funding over 4,000 employees around the globe and in the agencies.
Under the direction of the S/GAC Deputy Coordinator for Program Results and Impact Monitoring for Epidemic Control (PRIME), the incumbent serves as a Strategic Information Advisor.  PRIME is responsible for leading, coordinating, and managing the collection and analysis of several data streams for the purpose of monitoring progress on HIV/AIDS epidemic control.  Collectively, the data streams of interest include program monitoring data, epidemiologic data, surveillance data, evaluation findings, quality data, and expenditure data.  Program Impact and Results Monitoring also leads the advancement of health information systems.  The unit serves as a policy and programmatic resource for a variety of issues relevant to the success of PEPFAR country programs utilizing  strategic data  to inform and improve PEPFAR programs. 
The incumbent undertakes strategic activities supporting the coordination and management of data stream collection and analysis for countries and regions in which the President’s Emergency Plan for AIDS Relief (PEPFAR) conducts or supports activities in order to monitor progress on epidemic control.  Tasks are targeted on ensuring the scientific integrity of PEPFAR’s HIV/AIDS interventions in order to deliver an AIDS-free generation in a manner that is transparent, accountable, and impactful.  The incumbent serves as a technical resource to the S/GAC Director of Country Impact and to other senior S/GAC staff.  . 
Major Duties and Responsibilities
  • Provide support to the prioritization, process and technical aspects of a wide array of data collection, compilation, and analysis related to epidemiology and the program response as well as finance and economic data as appropriate, to inform future program efforts and impact.
  • Provides technical assistance to PEPFAR country teams in the collection, analysis, review and use of key data for continuous program planning and improvement, and impact.  These data include but are not limited to program performance and quality data, surveillance and epidemiologic data, and finance and economic data.  Incumbent assists in the translation of guidance to portfolio of countries.
  • Works closely with the assigned countries to guide strategic information investments to affect overall program sustainability, capacity building, and the delivery of quality services.
  • Provides input into strategic initiatives related to the designated group of countries which includes understanding trends in the HIV epidemic within the region, capacity of countries to respond, and political and geographic contextual issues.  Provides opportunities for communicating and sharing of resources amongst countries – either technical inputs to build capacity within country programs or south-to-south sharing of experience and expertise where relevant.
  • Contributes to responses to inquiries received (e.g., briefing materials, Congressional Questions for the Record, etc.), important summaries, progress reports, and any other critical public information materials.  Supports assembly, analysis, and preparation of data for use in the Annual Report to Congress.
  • Assists with the development, approval, implementation and reporting on the operational and strategic plans for PEPFAR countries and regional HIV/AIDS programs.
  • Collaborates with the USG Technical Working Groups, the Interagency Collaborative for Program Improvement, and other S/GAC divisions supporting implementation of PEPFAR, and developing and monitoring the subsequent dissemination and implementation of the new or revised HIV/AIDS policies in the countries.
  • Supports information system processes (i.e., DATIM and FACTS Info) to improve all aspects of data collection, management, and use.  Activities range from providing input to definition of system requirements and participating in system development cycles.
